The governance shell
preview / shell onlyThis is the deliberation surface, not the machinery beneath it. Twelve sectors of work each carry their own standing, their own proposals, and their own record. Nothing here decides on its own — every proposal must pass through a single verified gate before it becomes a decision, and every decision is written to a shared ledger that anyone in the shell can read back.
Economic features are not yet available and are subject to legal review.

Standards
Defines what a well-formed proposal looks like and what evidence a decision must carry to be admitted.
Sector 03
Verification
Runs the checks a proposal must satisfy at the gate. Owns the pass, hold, and refuse verdicts.

Ledger
Keeps the append-only record of every verdict, its inputs, and the reasoning attached to it.
Sector 05
Membership
Tracks who may speak in which sector and how standing is earned, held, and relinquished.
Sector 06
Deliberation
The open floor where proposals are argued, amended, and readied before they reach the gate.
Sector 07
Refusal
Records and protects the right to decline. A first-class "no" is filed here with its stated grounds.
Sector 08
Review
Re-examines contested verdicts against the ledger and the standards that were in force at the time.
Sector 09
Interfaces
Governs how the shell connects to the Arena, the Lab, and the Results surfaces without leaking internals.
Sector 10
Stewardship
Assigns care of long-running commitments so no accepted decision is left without an accountable owner.
Sector 11
Disputes
Handles conflicts between sectors and escalates only what cannot be resolved on the deliberation floor.
Sector 12
Archive
Preserves retired charters, closed proposals, and superseded standards as a permanent public memory.

Any of the twelve sectors can open a proposal on the deliberation floor, stating what it asks for and the evidence it stands on.

However many sectors are involved, all proposals funnel into a single verified gate. There is no side path around it.

Refusal is first-class: a well-grounded "no" carries the same weight as a "yes" and is recorded with its reasons.

Accountable by construction
The shell is designed so that no decision can exist without a verdict, and no verdict can exist without a record. Accountability is not a policy laid on top; it is the shape of the mechanism itself.
